Trip Planning Guide

Copa America 2015 will be the 44th edition of the main tournament between teams organized by CONMEBOL. The games will be in Chile between June 11 and July 4, 2015 in 8 cities: Antofagasta (SCFA), Concepción (SCIE), Rancagua (SCEL), Santiago (SCEL), La Serena (SCSE), Temuco (SCIE), Valparaiso (SCVM), Viña del Mar (SCVM).

The opening and final matches will occur at Estadio Nacional de Chile, also known as Julio Martinez Pradanos, in Santiago having already hosted 68 games in the COPA América.

In preparation for the tournament, World Fuel | Colt has gathered important information to help you plan a successful trip. If you have plans to attend the matches or travel to Chile during this time period, please be aware that facilities and services are going to be in short supply. It is better to start planning your trip early as everything from airport parking to ground transportation and hotel accommodations will be in high demand.

What is this?

Chile consistently reports lower rates of crime than many of its South American neighbors. Crime is generally nonviolent and is uncommon outside the major cities. Street crime is the primary security concern for travelers to Chile. Large-scale strikes and demonstrations related to economic or political grievances occur on occasion throughout Chile, although most are concentrated in the country’s metropolitan areas -- particularly Santiago. Bombing incidents and false bomb alerts occur occasionally in urban centers throughout Chile. Attacks have historically occurred in the form of small bombs left on public transportation or in public spaces during the late night-early morning hours; they are not intended to cause serious harm or damage. In recent years, Chile has become a transshipment point for drugs bound for the United States as well as a center for money laundering. Most incidents of drug trafficking occur in the country’s northern border region and rarely impact travelers not involved in the drug trade. Chile's police force, the Carabineros de Chile, is considered to be the most professional, well-trained and least corrupt police force in Latin America. Chile is vulnerable to natural disasters -- including earthquakes, landslides, tsunamis and volcanic eruptions -- and has experienced some of the strongest earthquakes in history. As of late March 2015, Chile is currently dealing with a flooding crisis in the northern region of the country, particularly the Atacama and Tarapaca regions.

SLOTS and Permissions

The Dirección General de Aeronáutica Civil (DCAG) has recently released a NOTAM (A0986/15) outlining regulations and operating procedures in effect throughout the duration of the tournament.

The following airports have been designated as “coordinated airports” which are expected to exceed capacity during the given times. Operation at these airports is subject to authorization and must adhere to specific procedures for arrival/departure SLOT assignments.

From the moment of effectiveness of the present AIC, every non-AOC Operator and every other non-regular national or international air carrier, flying into or out of coordinated airports, so declared by the DGAC, must request a SLOT at least 24 hours prior to the flight estimated time of departure. Cancellation or modification of a SLOT request must take place with an anticipation of at least 24 hours.

The number of SLOTS at each coordinated airport will be based on operational capacity calculated by ATFM Chile and declared by the Airport Authority.

Priority will be determined according to flight status, on the following precedence order:

  • Regular flights, subject to historic standard schedules
  • Certified non-regular national and international operators (AOC)
  • Non-regular national and international air carriers
  • Air taxies and other commercial operators
  • Private operators

SLOT Validity

SLOTs are valid from 5 minutes prior to 15 minutes past the time assigned by AFTM Chile.

Operation SLOTs must be concurrent with the IN or OFF Block Time, at parking spot. Operators must take in to account ramp to runway taxiing time, or vice-verse, when requesting the most suitable arrival/departure SLOT for their operational needs.

Parking

Parking issues are not anticipated for Arturo Merino Benitez International Airport (SCEL); however, restrictions are expected for La Florida (SCSE) and Viña Del Mar (SCVM). Overnight parking will not be allowed the night before and the night of the game at SCSE, SCQP and Carriel Sur International Airport (SCIE).




Chile Entry/Exit Requirements

All private aircraft overflying or landing for non-commercial purposes must submit advance notification to Fuerza Aerea De Chile, Dirección General de Aeronáutica. DGAC Application

Permits

Required

  • All aircraft that lands in Chilean territories are required to request permission
  • Commercial flights require a JAC Permit
  • Private/Charter flights that load/unload passengers must fill out the DGAC application to request permission

Not Required

  • Overflights and Technical Stops without loading/unloading passengers do not require a JAC permit

Country Landing Permissions

Chile requires overflight and landing clearances prior to arrival. Permits can be obtained within 72 hours and are valid for 24 hours.

Fuel

In most cases, when fueling on the commercial ram at Eulogio Sanchez (SCEL) in Santiago, suppliers will give priority to scheduled flights and delays could happen during peak hours.
